Abstract
IntroductionAt the Bavarian Child Protection Outpatient Clinic (BKSA) at the Institute of Legal Medicine of the University of Munich sponsored by the Bavarian Ministry of State for Family, Labour and Social Affairs, since 2011 physical and genital examinations of children and adolescents are performed in cases of suspected welfare risk. Counseling of doctors, staff of the Youth Welfare Office and private persons is also carried out. The contents and results of these examinations and counseling from a4-year period from 2014 to 2017 are presented.Material and methodsThe results of 242 examinations of children and adolescents as well as 1212 telephone calls and 302 online counselings were evaluated.ResultsOf the examinations 52% were carried out due to the suspicion of sexual abuse with girls being presented more frequently than boys. In approximately half of the cases children under the age of6 years were affected. Most of the telephone inquiries were made by doctors and also mostly concerned aspects of sexual abuse with the telephone calls referring to approximately 900 different children. In the cases of online consultations, the majority of inquiries were made by doctors. Approximately half of the inquiries presented strong indications for a welfare risk for the child from aforensic point of view.Discussion and perspectiveThe BKSA addresses and supports various professions and private individuals who are confronted with the suspicion of achild's welfare risk. The frequency of consultations confirmed that further education and counseling is needed. Moreover, in many cases the deliberations and investigations have made an important contribution to secure the welfare of achild.
