Abstract

The current corona pandemic is a seismograph for changes in the EU over the past decades, particularly with regard to the horizon of expectations associated with European integration. The text argues that the crisis does not just reveal the EU's problems and challenges, but also its immense accretion of power in recent times. After considering the counterfactual question of what would have happened had the pandemic unfolded several decades earlier, it summarizes the little-known history of EU health policies. It then discusses the measures the EU has employed in the fight against COVID-19 and argues that just a few decades ago, the EU's ongoing prominent role would have been highly unlikely.
