Abstract

During the process of centralization of the powers of the Old Regime, armies and navies constituted centres of structural changes for the acquisition of more regular forms in the administration of the arms race and the training of professionals. The recruitment systems of the Spanish, French and English navies reflected the need for large-scale mobilization and greater state control. Although historiography has tended to underline the differences, particularly condemning the English impressment, in principle, they all started from the desire for volunteering, but they were to some extent an imposition and, in difficult times, resorted to forced recruitment.
