Abstract

This volume examines minority issues in the Balkans through historical, political, and legal perspectives, bringing together contributions presented within an international conference framework. Focusing on the legacy of the Ottoman Empire and the transformations of the twentieth and twenty-first centuries, the studies analyze how state formation, nationalism, and democratization have shaped minority policies across the region. The chapters address a wide range of cases, including minorities in Bulgaria, Greece, Macedonia, Moldova, Albania, and the Dodecanese, with particular attention to Muslim and Turkish communities as well as the Gagauz. Key themes include state policies toward minorities, administrative practices, minority rights regimes, toponymy, identity, and the impact of post-1989 political transitions. Several contributions explore bilateral and regional dimensions, especially minority issues within Turkish–Greek relations, highlighting both sources of tension and possibilities for cooperation. By combining historical analysis with contemporary policy evaluation, the volume provides a comparative framework for understanding continuity and change in Balkan minority governance. Overall, it offers a comprehensive overview of minority questions in the Balkans, emphasizing their central role in regional stability, democratization processes, and international relations.
